The human race is in a state of evolutionary uncertainty; mutations are becoming more and more common, and those who exhibit superhuman traits are struggling to be accepted by the rest of the population. They have reached a semblance of understanding through the events of the first film, but when a previously unknown mutant stages a high-profile attack, ordinary humans around the world are understandably frightened. Their reaction, which prompts a military response, puts all the world's mutants in danger, leaving Professor Xavier and his allies to save all of their lives.
